Literally just strike up a convo, send a message, if they reply - great, if not, move on and try again. It's a number's game. Speaking of games, whatever has co-op or pvp and allows you to team up/help each other in said game is a great way to make lifelong frens.

I'd keep myself occupied in your situation. I feel much better not being tied down to one person, but having a handful of people even if they're more acquaintances than friends. Not too many, but not too little either. 
Keep a full plate is what I'm saying, both in activities and relationships.
