Cuba was at its best before the white-lead nations (USA,Canada,UK mainly) sanctioned it to death in an attempt to starve their citizens and destroy their infrastructure, the race of the proletariat can't be chosen by them but if they chose something that works in both your and their interest then there's no reason to form a racial divide.
